Social Security Fund (SSF) Registration in Nepal (2082) – Updated Guide

The Social Security Fund (SSF) in Nepal is regulated by the Social Security Act, 2018 (2075). As per the Act, every organization/employer is required to register themselves along with their employees in the Fund. This guide outlines key details regarding the registration process for both employers and employees under the SSF. In Nepali, SSF is referred to as Samajik Sanchaya Kosh.

1. Who Must Register Under the Social Security Fund?

The official notice published in the Nepal Gazette does not specify any particular sectors, industries, or types of businesses that must enroll in the fund. Therefore, it is mandatory for all employers and their employees—whether in the formal or informal sector—to be registered with the Social Security Fund in Nepal in order to receive its benefits.

2. Which Authority Handles SSF Registration in Nepal?

Registration is carried out through the Office of the Social Security Fund. This body oversees the monitoring, regulation, and issuance of registration certificates. The SSF office is located at Babarmahal, Kathmandu, and its official website is https://ssf.gov.np/np.

3. What Is the Registration Process for Employers and Employees?

SSF Registration Procedure:

  • The employer must first complete registration through the SSF online portal using the prescribed form.

  • Once the application is submitted, the registration certificate is generally issued within two working days.

  • After the employer’s registration is complete, the next step is to enroll all existing employees under the same system.

Note: Employee registration should be completed within 3 months of their appointment or the establishment of the employment relationship.

4. What Documents Are Required for SSF Registration?

For Employers:

  • Company Registration Certificate

  • PAN or VAT Certificate

  • Employer’s Details

  • Application Form submitted to the SSF Office

For Employees:

  • Employee Details

  • Citizenship, National ID Card, PAN Certificate, or Passport

  • Passport-size Photograph

Note: Physical submission of documents is not required. All necessary documents can be uploaded online.

5. What Was the Last Announced Deadline for Registration?

The last announced deadline was October 17, 2019 (Ashoj 30, 2076 B.S.). However, entities may still register even after this date. Newly established companies are required to register as soon as they commence operations.

6. What Is the Contribution Rate for the Fund?

Once registered with the SSF, the monthly contribution is as follows:

  • Employee: 11% of basic salary

  • Employer: 20% of basic salary

This makes a combined total contribution of 31% of the employee’s basic monthly salary.

7. Is There Any Government Fee for Registration?

No, there is no government fee applicable for the registration of either the company or its employees under SSF Nepal.
